In a nutshell
Storm is a run away character with fast air movement and strong footsies. She excels when she's able to evade her opponents then punish them by staying mobile in the air using her float. Hail Storm is considered one of the best hypers for punishing assists, it's long active frames make it a great DHC into another character and provides characters with an OTG THC when she's not on point. Her biggest weaknesses is her damage output and lack luster special moves, but she's considered a strong support for what she provides with her supers.

Tips and Tricks
Storm's Hail Storm hyper has a full screen hit-box making it ideal to use the the end of combos anywhere on the screen. This attack has a large amount of start-up before the cinematic though so it is less useful to punish the opponents advances. Because Team Hypers start-up in one frame, using a team hyper with storm can be the most effective way to punish opponents for doing just about any move.
